JOB DETAILS
Position: Consulting Primary Care Psychiatrist
Location: East End Community Health Centre, 1619 Queen Street East
Start Date: September 2025
Hours of work: ½ day per week or 1 day per 2 weeks
Compensation: OHIP billings for direct clinical care, sessional fee for non-billable time such as internal consultation, meetings and no-shows

POSITION SUMMARY
East End Community Health Centre is a non-profit, multi-service centre providing health, social and community outreach services. We provide primary care, health promotion and disease prevention services to southeast Toronto. A unique aspect of our mandate is to serve people who may have difficulty accessing health care due to factors such as language, culture, low income or the lack of health insurance.
As a member of the interdisciplinary team, the Consulting Primary Care Psychiatrist works within the framework of the social determinants of health to provide client-centered care that emphasizes both health promotion and disease prevention. Clients that the Consulting Primary Care Psychiatrist would typically see are from culturally diverse and marginalized populations and often have complex physical and mental health issues.
The Consulting Primary Care Psychiatrist consults with the primary care team about specific client cases. Client-centered consultations can include diagnosis or differential diagnosis, recommendations on further diagnostic testing, and management options including medication. The Consulting Primary Care Psychiatrist may also be asked to join inter-disciplinary case conferences and provide staff-centered consultations. Staff-centered consultations will focus on East End Community Health Centre’s own staff and their identified gaps on clinical/counselling skills, knowledge and attitudes. Lastly, the successful candidate will also participate in mental health program planning and development, along with system-level coordination discussions.
RESPONSIBILITIES
- Direct psychiatric assessment and treatment to clients of East End Community Health Centre
- Indirect psychiatric assessment and treatment to clients of East End Community Health Centre through participation in case conferences and client-centred consultation
- Psychiatric assessment to support clients with applications for income support and engagement with the legal system
- Provision of staff-centered consultation through educational services
- Participation in program meetings and program development
- Participation in system coordination to ensure efficiency
QUALIFICATIONS
- Certified or eligible for certification by the College of Physicians and Surgeons of Ontario (CPSO) or have comparable qualifications with a speciality certification in psychiatry or equivalent designation.
- Hold an MD, MBBS or the equivalent
- Experience in a community setting is an asset
- Ability and commitment to work within the Centre’s vision, mission, strategic priorities and CHC Model of Care
- Willingness to work with priority populations and within organization’s health equity framework.
- Proficiency in assessment, client support services, referrals and follow-up
- Excellent interpersonal skills with clients and colleagues in a culturally diverse practice population
- Familiarity with electronic client records (PS Suite experience an asset)
- Excellent written and verbal skills
- Excellent communication, decision-making, problem-solving, conflict management and time management skills.
- Strong knowledge of health equity indicators and social determinants of health facing vulnerable and marginalized individuals
- Second language, relevant to catchment area populations, is an asset.
