Health PEI is looking for a Chronic Pain Management Specialist to join the collegial, multi-disciplinary team within the Pain Management program.

Pain management services in PEI provide assessment and treatment for acute and chronic pain, with a focus on improving function and quality of life. Services are delivered primarily through hospital-based programs, specialty clinics, and community providers within the public health system, using a multidisciplinary and referral-based approach. Care may include medication management, rehabilitative and psychological support, interventional procedures where appropriate, and patient education to support self-management. Access to services are coordinated to ensure safe, effective, and appropriate pain treatment.

Start Date: Immediately

Position:

  • 1.0 FTE, Permanent full-time position available. Start date can be negotiated but anticipated to be January 2027.

Job Duties & Responsibilities:

  • Provide specialist consultation, assessment, and follow-up care for patients experiencing chronic pain from a wide range of conditions, including cancer-related pain.
  • Provide inpatient consultation services, including collaboration with off-island specialist services as required.
  • Diagnose, evaluate, and manage complex pain disorders using evidence-based approaches.
  • Perform specialist pain management procedures and interventions using image guidance and accepted standards of practice.
  • Collaborate effectively with interdisciplinary healthcare teams to deliver high-quality patient care.
  • Manage patients with complex pain conditions who may also have mental health and addiction-related concerns in a respectful, collaborative, evidence based and patient-centered manner.
  • Participate in the development and advancement of provincial pain management services.
  • Contribute to educational initiatives, program development, and administrative activities related to pain services.
  • Provide unbiased consultations and information to patients with severe pain disorders who are requesting or exploring Medical Assistance in Dying (MAID).
  • Seek consultation and collaborate with appropriate specialists when patient needs fall outside the normal scope of practice.

Responsibilities

  • Maintain accurate, complete, and timely documentation of all patient encounters.
  • Adhere to professional standards, medical staff bylaws, and applicable College guidelines.
  • Respond promptly to urgent consultation requests.
  • Deliver expert medical care consistent with the scope and standards of a Pain Management Specialist.

Hours of Work:

  • Full-time hours for a salaried physician are defined as 37.5 hours per week or 1950 hours per year.
  • Full-time contract-for-service hours are based on a maximum of 1,725 hours per year;

Remuneration:

Health PEI offers multiple payment modality options:

  • Fee-for-Service – Under this model, physicians are compensated for each service provided, in accordance with the Tariff of Fees outlined in the Physician Services Agreement. This model offers maximum flexibility in terms of scheduling, service volume, and practice style.
    Physicians typically operate through a professional corporation, which may offer tax advantages. Most physicians are responsible for overhead costs, which average around 25% of total billings. While this model does not include paid employment benefits, physicians have access to negotiated benefits through the Physician Services Agreement.
  • Salary – Physicians employed under the salaried model enter into an employee-employer relationship with Health PEI. This model includes a defined schedule, assigned duties, and a comprehensive suite of employment benefits such as:
    • Health and dental coverage
    • Paid vacation and sick leave
    • Life insurance
    • RRSP matching

 Compensation: $193.44 per hour (equivalent to $377,208 annually for a 1.0 FTE)

  • Contract-for-Service – Physicians working under a Contract for Service are compensated hourly, as outlined in the Physician Services Agreement. While this model does not include traditional employment benefits (e.g., paid vacation, health and dental, RRSP matching), it does provide access to negotiated benefits such as parental leave. The hourly rate includes an additional amount in lieu of benefits.This model may offer tax advantages for physicians who choose to incorporate.

 Compensation: $232 per hour (equivalent to $400,200 annually for a 1.0 FTE)

Incentives:

  • Qualified and licensable candidates may be eligible for a return in service grant of up to $100,000 with a 3 year commitment to Health PEI pro-rated to the FTE;
  • Eligible moving expense reimbursement of up to $10,000 is available;
  • Opportunity to teach Medical Learners and Residents with faculty appointment at affiliated universities;
  • Access to hospital-based electronic patient record system with lab and x-ray reports from office; and
  • Other incentives as per the Physician Services Agreement.

Certifications and Eligibility Requirements:

  • Fellowship of the Royal College of Physicians and Surgeons of Canada (FRCPC), or eligibility for Royal College certification, in one of the following specialties: Anesthesiology, Emergency Medicine, Psychiatry, or Neurology.
  • Demonstrated experience in chronic pain management, or completion of a recognized fellowship in Chronic Pain Medicine.
  • Eligibility for registration with the College of Physicians and Surgeons of PEI.
  • Membership in good standing with the Canadian Medical Protective Association (CMPA).
  • Eligibility for appointment to the Health PEI Medical Staff with appropriate clinical privileging.
  • Previous clinical work experience in Canada is preferred, with a minimum of one to two years of relevant clinical practice.

 

Atlantic Registry

As of May 1, 2023, physicians whose primary practice is in Atlantic Canada (and hold a general registration in either PEI, New Brunswick, Nova Scotia or Newfoundland and Labrador) may be eligible to obtain registration to practice in all four Atlantic Canadian provinces via the Atlantic Registry.
