Job Description

The Program Chief Medical Information Officer (PCMIO) is a key leadership role within the Chief Medical Information Office (CMIO) team. Reporting to the Chief Medical Information Officer (CMIO) in Health Shared Services, the PCMIO works in partnership with clinical, operational, and IT leaders to advance the integration of clinical informatics across the continuum of care.
  
As a trusted advisor and catalyst for change, the PCMIO champions the strategic adoption and optimization of Digital Health initiatives, fostering a culture of collaboration and innovation to support high-quality, patient-centered, and evidence-informed care. As the PCMIO for Laboratory Services, you will act as a bridge between laboratory operations and the broader physician community, advocating for solutions that address the needs of both groups. This role requires a system-wide perspective, ensuring that laboratory priorities support seamless integration into clinical workflows and deliver value to ordering physicians and their patients. This PCMIO role will provide leadership in laboratory informatics across Alberta's transitioning healthcare system. This position will play a key role in supporting laboratory needs while ensuring alignment with the broader clinical and operational objectives of all health entities.
 
Accountabilities / Deliverables:
 
Clinical Information Systems Leadership:
•    Ensure that program priorities align with clinical workflows, fostering collaboration and optimizing outcomes for all users of laboratory services.
•    Advocate for and support the adoption and optimization of Connect Care and other Digital Health platforms, ensuring continuity and effective transition to Connect Care.
•    Collaborate with clinical operations and program leadership to advance clinical innovation enabled by information management and technology (IM/IT).
 
Leadership and Team Development:
•    Mentor a robust program-based medical informatics team, ensuring alignment with Digital Health priorities and readiness for Connect Care.
•    Foster a network of engaged and motivated clinical informatics leaders and physician champions within the program, supporting their professional growth and collaboration.

Stakeholder Engagement and Collaboration:
•    Build and maintain strong partnerships with key stakeholders, including clinical leaders, academic partners, and operational teams, to drive clinical informatics excellence.
•    Actively engage with Connect Care leadership and program stakeholders to promote alignment and physician engagement during system design, build, and optimization.

Strategic Guidance and Decision-Making:
•    Influence the direction of clinical informatics initiatives by providing strategic insights on clinical transformation, CIS development, and operational priorities.
•    Represent clinical and operational needs in CIS and informatics-related discussions, ensuring alignment with both program and provincial goals.

Change Management and Education:
•    Champion clinical transformation by promoting awareness, education, and adoption of clinical IT tools and decision-support systems across the program.
•    Oversee the development and execution of change management strategies, ensuring that clinicians are supported through system transitions and enhancements.

Committee Representation and Governance:
•    Actively participate in and/or chair senior committees at the zone, provincial, and external levels, ensuring alignment of clinical informatics work with organizational priorities.
•    Collaborate with governance groups to validate and prioritize CIS enhancements.
Innovation and Quality Improvement:
•    Drive innovation in clinical care delivery by identifying opportunities to leverage CIS and informatics to enhance quality, safety, and efficiency.
•    Support the development and dissemination of best practices, evidence-based methodologies, and knowledge translation in clinical informatics.
 

Full-Time Equivalent (FTE) Description:

A 1.0 FTE represents 2023 hours per year, in alignment with APL standards.
